If you are STOPPED at a light, is it still a driving(moving) violation?

The laws against dui have gotten quite severe as well they should over the years, but I continue to see drivers weaving, crossing the center stripe, and obviously out of control. Addicts, alcohol, drug, food, sex, whatever ... all have one thing in common. They don't see themselves as offenders and they don't think they will get caught. I think the best we can hope for is a reduction, and hope the next evolution of technology is something that doesn't require hands, fingers, or brains so that attention can be where it needs to be. Maybe something like thought projection??? Seems like many of us don't use much of our brain when we talk anyway!!! (Myself included here!)
Both retired. Travel with Nicky the Schnoodle. Son graduated and is teaching high school math. We notice he still prefers to use our checkbook! We still love our 2006 34' Allegro Bay XB and have 25,000+ miles on her.

I fail to see the problem if he was stopped at a red light as long he noticed when the light turned green and put the phone down at that time.
And if you text very often, you get very fast at it without even thinking about it. Almost kind of like typing.
Rant on about someone doing it while they are actually moving, but unless that state has laws against it, what was wrong about what he was doing?

In that particular area I was drivng in, the county sheriffs/deputies and constables enforce the road laws like crazy, but naturally they can't be everywhere.
I have a sweet tender nature, however I enjoy sharing my thoughts and opinions.

Is it illegal there to text while driving?
In our town we only have the no texting or talking on a cell phone unless you are using a hands free device in a school zone. I think that may be a state of TX law that towns could start enforcing once they put up signs. I think the exclusions to this are if you are making an emergency phone call or if you are stopped. I don't know if stopped means parked, pulled over on the side of the road, stopped at a stop sign, etc.

Read FL law, if you are inside the vehicle with the keys in your possession or in the ignition, you are operating that vehicle. Notice nothing was said about being in the drivers seat, the motor running or driving on the road. There is a lot of FL case law on this very subject.

I don't text myself, but it's just a quick way to communicate. Most people I know (young and old) just use it for things like "see you at 10", "on my way", and that sort of thing. I'm sure there are plenty that use it like some of us use the phone or email but what's the big deal as long as they aren't driving, riding their bike, or doing something else?
Life is too short to spend it all in one place!

If a person is operating the vehicle in an unsafe manner why not just cite them for reckless driving or any of this type of infraction that is already on the books?
Because it does not fit the definition of reckless driving.
