If the converter works it works. There is no separate battery charger thingy. If you have 13.6 volts at the distribution panel and power is not getting to the battery then you have a wiring problem not a converter problem. The dealer should know this up and down slam dunk.
You don't just pull out an untested converter and send it in to WFCO and wait six weeks to see if it is covered under warranty.

Before going farther determine if the converter works.
Open the battery box on the tongue and remove the Negative battery cable. Connect the trailer to shorepower (110v) and go inside. Do the ceiling lights work? The converter works if they do as it powers them.
No lights? Check the circuit breaker in the Power Distribution Panel (erroneously called the "converter") marked CONV. Second from the bottom on mine. Turn it Off and back On to be sure.
Still no lights?
1. Check the pair of red 40a battery protection fuses. See the photo below. If the battery was connected backwards one or both is blown. White wire connects to the battery Negative pole.
2. Find the under trailer 50a fuse. Probably along the left frame rail in a flip up green fuse box.
If the lights don't work with the battery disconnected and connected to shore power it may be the converter.
Actually the converter IS the charger thingie. What many folks call the "converter" is actually the power distribution center. The converter is a device buried deep inside and not visible unless you pull the front panel.
The converter is in the bottom of the WFCO power distribution center. Will look exactly line mine.

The Best Converter site shows the converter. Roos use the 55amp model. $150. Installs with a screw driver and reasonable electrical care. Two wires in. Two wires out. I'd not hesitate to change mine if needed.

You can check for 12v out on the red/white wire pair. Needs 120v power so be careful.
The WFCO converter is very reliable. Very few failures noted here or elsewhere. It may not be the top of the line but is very competent.

Hi Sarah-
You may have what happened to us not long ago. The battery charger smart charger as you refer to it, went bad on our 2009 . I think we have the same model as you, the WFCO # matches. Ours is going to local Forest River certified service tech in about half an hour for bunk end canvas replacement and bunk seals and the converter. He has one in stock and will put in. Then he is shipping the old one from our roo to wfco. They have to look at it themselves to verify that it was a warranty fault as you said your dealer told you. Then they ship the dealer a new one to replace. This does in fact take several weeks turnaround. We did the option of having it replaced now and he isn't charging but we signed that if they declare it was not their warranty fault, we get charged. He estimated it at $320 total with his labor to install if the entire circuit board was gone but since it was just the charging not the converting issue, there is a seperate section. So the max we would pay is $320 or under, the expected we pay is nothing due to the warranty on it plus the expected verification it is not our fault in anyway.

HERE'S THE GOOD NEWS UPDATE!
For those who might have looked at my past post about my converter not charging my batteries (like a few others seem to have had recently,) yes indeed it was a warranty fix. I did give the dealer the cc number to expedite shipment as he gave me his word on it and that is how it worked out. It arrived today and was installed and didn't cost a penny of course. I'm back to good as new . My dealer told me there's inner circle talk of some same-issue problems with the smart charger on the 2008-2009 WFCO units in the Roos AND OTHER BRANDS. Just saying.
note to RG_LG: thanks for the tip on the cc. hope you got yours fixed to and thanks for the email note. post pictures of the new canvas and seals would be good since the way you describe, the rear seal kit was different than the one F.R. sent for dealer to put on mine and maybe other people. TY!!!

I think the dealer knew it was bad but just was unwilling to make a promise.
Too bad they have to be so wishy washy about it. Glad it worked for ya
