1. To store a RV at my home, I must put it behind the fence. Ok. I talked to a person from the city (inspector guy) to get ideas of getting a drive approach for my new driveway. He says there is a rule that states that driveways must be 35 feet apart. My current driveway is about 25 feet away. That is a problem.
I asked about getting a variance to install the driveway closer than 35 feet and did he have any guidelines on submitting a positive application. He said I would have to go before the planning and zoning commitee. He called the next day and said he could not find any info to help me put together a variance to bring before the p&z.
I have looked around my neighborhood and have found plenty of examples of driveways closer than 35 feet. Culdesacs offer plenty.
I will have to work on this.
Does anyone has ideas for a variance application for the Planning and Zoning Commission?
2. I looked today at a 2009 1 ton pickup that was priced about $10,000 off sticker price. Clearance Sales!!! Don't know if I''m ready for that.

Friends of ours had the same problem.
He made wood ramps for the curb and drove on the grass to get in the back yard. Ended his problem with the city.

We looked at a nice house with good RV parking. One disclosure was the neighbor on the RV parking side had won a court judgement prohibiting RV parking.
Unless you play ping-pong or something with the local judge, beware.

All the RV owners in Independence Mo. got together & got the proposed law removed.
Many laws like this are not constitutional. If you comply with state law the city will loose when you appeal to state court. It is a hassel but it works.
My city has a law like yours but they only enforce it on comercial vehicles (which they can) but they know better than to attempt it on private parties on private property.

Having lived in Austin, TX 21 yrs (we owned a home in SW Austin for 19 yrs) I would believe all of the restrictions. First I would check if you have a Home Owners Association. If there are no restrictions with one of them, then I would go personally to the planning and zoning board to talk to someone in person so you can have a name and phone number. Maybe they have a copy of the restrictions with in the city limits or the county, depending on where you live. Then if you cannot get any good answers, then I would hire an attorney who is very familiar with the city ordinances. You might also try your city councilman to see if they have any answers or ideas.

...and we're sorry for the detour. I don't have any solutions other than those that have already been proposed. I think the issue with the building codes is primarily, as others have mentioned, with making a "curb cut".
My first thought was that perhaps you could make two parallel "sidewalks" and access them with ramps over the curb as others have mentioned.
I'm not surpised that the building inspector was unable or unwilling to advise you in regard to obtaining a variance from the planning commission. Doing so would be akin to providing legal advice and most municipal employees are specifically prohibited from doing that. I suspect that we went back to the office, inquired as to what advice he could, or could not, give you and was told that he could do nothing.
I frequently go before our County Planning Commission and Board of Supervisors over proposed developments and conditional use permits. On several occasions I have seen project developers spend millions on site plans, environmental impact reports, and mitigation measures only to be told by planners at hearing that their plans are in violation of a given ordinance. Most recently they reduced the scope of a developer's proposed 600 unit housing development, in an environmentally sensitive mountain area, to 90 units as the grading plans for the other lots were in violation of a relatively new "Hillside Ordinance". When the developer asked, "Why didn't you tell me that two years ago." They responded that they could not give him legal advice, that his "consultants" should have known his plans were in violation, and that they could not comment till they had seen his completed proposal. This was a bit of a new attitude for planners in a county that is notoriously "pro-development". I had to chuckle as I was there to speak against his plan over lighting, glare, and "dark sky" issues.
