Sometimes it is there and sometimes it is not. I've seen the problem only on the forum topic pages, but not inside of threads. Not only is the Next missing, the entire link bar than contains "Post New Topic", "Subscribe", etc, are also missing when the Page, Next and Prev links are gone. So far, it seems that it the page has a blank right column, the bottom link bar is missing. If the right column is populated with tips, the link bar is present.
