Can you use a dolly to tow any kind of vehichle that can't be towed 4 down? My wife is getting a VW Jetta and it would make a great toad. It is a front wheel drive car.

You should have no problem with the Jetta on a dolly.
As to whether or not you can "tow anything"....a lot will depend on the quality of the dolly, as well as the weight of the toad and the tow vehicle.

You can tow the Smart car 4 down, but are not supposed to put it on a tow dolly. Something about the rear springs not working correctly. I am sure there might be other vehicles out there that are the same. I would check the owners manual and/or talk to the dealer about just what you want to do.

tow dollys work, generically, for towing front wheel drive cars. rear wheel drive or four wheel drive cars will have whatever issues they had with towing on a dolly or not, if their issue is related to the rear wheels rotating without the engine running. I use a tow dolly, the biggest issue for me was the cost of buying a quality tow bar, adapting the cars (multiple cars in my case) with base-plates and lights, and getting a braking system to work for each of them (maybe the same brake system would work, but my cars are quite diverse). so I got a tow dolly with electric brakes, a break-away cable system, lights, and so on. For me, a universal solution.

With a tow dolly, you have to watch the rear overhand clearance of your vehicle too because of high angle that vehicle is setting at. If overhang is excessive you could loose some parts when negotiating uneven terrain.

My Saturn Vue AWD was not to be towed on a dolly. Many other AWD vehicles are NOT to be towed on a dolly. You need to check ANY car that you plan to tow for the method you plan to use!

Like others have said, you can't tow "anything". A stock Jetta should be fine however.
Just don't lower it like my son did with his;

Short and to the point: NO, you cannot tow any vehicle on a dolly.

Also, remember to take the car off of the dolly BEFORE you unhitch the dolly from the TV. Seems like it should be common sense but I watched a gentleman unhitch his dolly and THEN try to back his car off of it nearly putting the dolly tongue through the back of his motorhome.
