You are just trying to your best to make sure this lady pays WV their sales tax money aren't you? She said she's having financial problems and will have to borrow the money to pay the sales tax. Why don't you let people try and help her? Go to the link I posted and read the part about "TEMPORARY" registration so you can drive the vehicle while you are in the process of registering it. The hope would be she could get the temporary and then once she's in Oregon she can provide the proof of residency and complete the registration. It's reasons like this that States offer temporary registrations.

I took this to mean she has already somehow leased an apartment in Oregon.
That's probably true, but after reading the link that wny_pat posted, I think he's correct that it requires more than just an address to establish residency in Oregon.

That's probably true, but after reading the link that wny_pat posted, I think he's correct that it requires more than just an address to establish residency in Oregon.
And it does, but Oregon offers a temporary permit while you're doing all that. The OP is calling the Oregon DMV so hopefully she'll be able to get her temporary and then when she gets to Oregon she can finish the process.

In fact I have sent hours researching both West Virgina DMV regulations and Oregon DMV regulations. Plus I realize that under federal law, doing business with state DMVs is more difficult than ever. Just look at the number of required ID documents you need when you show up to do business at any state DMV office. And I already know for a fact that if she were a NYS resident trying to get a transit tag to remove a vehicle from NYS, it would not be issued. NYS requires you to be a non-resident to get a transit tag to remove a vehicle from the state.

Good news!! I can't get temporary tags from either state, but I CAN get permanent tags from OR. BUnches of forms to fill out, and it will take 2 or 3 weeks turn around time. Oregon does have a temporary trip permit, but its only for 10 days, and that's really pushing it for me.
For anyone who is doing this, you need to provide a lease agreement to establish domicile (glad I have it!), pay the fees for full registration/title/tags and you're good to go!

Slap in the face? You were telling her to give up and I was telling her to keep going. She kept going and sounds like it's worked out. Good thing she didn't take your advice.

Apparently, this is not uncommon, nobody in the Oregon DMV seemed at all fazed by the request. People purchase vehicles out of state all the time; the difference for me was that I had to fill out extra paperwork to establish my domicile. Getting what is called a VIN check proved to be stress-free too; the WV state police do this all the time too, and the officer knew exactly what to fill out on the form.
Now I just have to wait for the tags to get back to me!
