Electric brake resistance(s)

Measuring the resistance of my trailer brakes from the TV connector, or the breakaway circuit, I get about 6 ohms then by reversing the polarity of ohmeter I get 0 ohms. What is the cause of this discrepancy?
Apparently both resistance measurments are wrong because when I use a jumper and activate the brakes with 13.3 vdc from either the TV connector or the breakaway switch the current draw is 10.9 or 11.0 amps.
Applying ohms law to the voltage and current measurments the resistance should be about 1.2 ohms. So why does my VOM show the wrong values? Or does it?
Dexter tandem axle, 4 brake coils total.
