Since you do not have any subdivision restrictions, you are bound solely by the ordinances of your city/county. You should thoroughly research them and know exactly what the rules are regarding the parking of your RV. Then you should follow those rules. When a neighbor complains, just tell them the RV parking is within the local ordinances.

Between sittings, that little rig has been from Key West to Fairbanks, from Maine to California, From PEI to Lake Louise.
We have driven it around seventy five thousand miles.
That a 22ft Tarvelaire? If so...same as mine mine.
Gary Haupt
Yep.
/93 Travelaire 2150.
Bought it in /2000 for $22,000.
It had 123,000 kliks, now has 248,000
It suits us to a T, have never seen any reason to trade.
We have spent three months in it in Florida the past few years, never felt crowded or cramped.
It was the first RV that we ever owned and aside from the fifth wheel that we now have on a lot in Florida, will be the last.
I still get a kick out of driving down the road, a smile a mile!

Just try and sell your house that is next door to a neighbor that has parked his junk RV in the yard and what goes hand in hand with these type of people is adding more junk trailers, etc. every year, and you will understand why. NO ONE wants to buy a house that has neighbors that have junk all over. This is how bit by bit neighborhoods go down the drain. Which is why there are community rules for no RV's, no Trailers. It is IMPOSSIBLE to construct rules for newer MH's to be allowed and older ones not to be, who would decide what type of RV/TT would be acceptable?
I own a MH and honestly if I was to ever live in a sub division I would NOT want to walk out my front door OR back door and have to look at a 42 ft DP in my neighbors yard day in and day out. Property size is what is in the forefront of these restrictions.
Quite a leap from the OP`s post to having a neighbor with a junk filled yard.
Why do you believe that one rv leads to adding more junk trailers every year?

You could offer your neighbor the option you will go pick something 30 years older and take a few years to restore it...

It shouldn't for the responsible rv owner.
But that's the whole point of these restrictions. A responsible person with an RV is restricted from having it on their property because of the FEW that run with the allowance with non running cars, rv's, trailers and the like. It is the classic case of the bad ruining it for the good. That is 'how' these restrictions came into play. There is no way to break it down by 'type' so they go with a no tolerance of 'any' vehicles.
I'm looking at buying an investment property and it is very difficult to find one without extensive HOA's. Having never lived on anything less than 10 ac, quite frankly I don't know how you folks that do, deal with all the restrictions.
Heck I met an RV'er that lived in a HOA sub division and they went to put the flag out on the Fourth of July and was turned in and fined.
Apparently they couldn't put flags out either!

Here's a example of what is going on in my city.
Tacoma's New Parking Permits
This is from the Escapees Action Line Forum, both pro and con.
It's what happening all over the country because of the few bad eggs you mentioned.
And these responses are from mainly full timers.

Believe me, I have. Unfortunately, I'm afraid that our Planning & Zoning folks will do what they've done in the past and make up the rules as they go along. They did it to my church when we bought and remodeled a former shopping center a few years ago. If they make me move it, I'm moving. Period.
Besides, it's not worth fighting these people around me. They won't change their tune, no matter what I try.
