Probably wouldn't take too much effort to get it MODIFIED to a more reasonable regulation and still allow them to address what it apparently a problem that needs addressing. For ONE thing most places that have specially STRICT regulations about on street parking also do not enforce it without a citizens complaint. This puts it where it really SHOULD be in the hands of those who are actually effected by it. Good luck in dealing with what seams to be pretty unreasonable. Most cities pass laws so they have a legal tool for the real problem, whatever that may be.
