Unfortunately you did not test the CC before closing the purchase.
Now you get to pay to make it work if you want it fixed.
I seriously doubt the dealer did anything to cause the trouble. I remember once I had a car running in the shop doing a tune up and the water pump that was fine just starts leaking like crazy. I had to give the same explanation the dealer gave you and yea it was tough but the customer came down and saw it and I had a few hours more work.

I personally was impressed with Ford. I brought my MH to a Ford Dealership and the first thing they did was print out a sheet on my model MH and it stated the recalls. Next dealership I was at showed that I had had that recall fixed at the last place!
Years ago recalls where printed buried in a newspaper, no letters were sent out and most certainly it was not networked on a computer. If you didn't read about it you never knew, and I think that it was intentional on the manufactures part back then to save having to pay for all the recalls. It's much different today.
Yes it maybe only alerted at a dealership/internet but at least it is readily available to the public.
We must be willing to get rid of the life we've planned,
so as to have the life that is waiting for us.

We took our 1999 Fleetwood Jamboree in for the same recall and the cruise control still works just fine.
To some it's a six pack, to me it's a support group.

I took my 2000 Ford to the dealer for the recall this past Spring. I had heard the horror stories about how the dealer just disconnected it, because they didn't have the proper parts to repair it.
As I recall, there was a recall to the recall.....as the new parts didn't work anyway.
I called and talked with the Service guy....told him what I needed done, and gave him the VIN....when he confirmed that there was a recall on my unit (which also had a working C.C.) I asked when I could bring it in to be fixed....and did they have parts available. He scheduled it for a week later, when the parts came in......no problems at all.
But, here is where having a bit of knowledge of the situation helped me communicate with the Service guy...so we didn't bother each other, or get pissed off because of some mis-understanding.
I'm afraid that the OP may be out of luck....or cash, if he wants to have the CC fixed. Not knowing if it was working prior to bringing it in, you only have the word of the previous owner (not always reliable)....and can't really argue to strongly about it....though I guess you can try!! But, if they find something else wrong, and I imagine they will, you're out of luck!!

For what it's worth, if the dealer you had perform the recall is honest and wants to keep your business, they'll fix the CC, especially if it worked prior to the recall repair.
I have had much experience with Ford recalls over the years; both my Escort and Tempo (when I had them) were recalled to replace their ignition switches. The Escort came back fine; the Tempo would occasionally -- and inconveniently -- fail to start. The dealership took care of it gratis, because the new switch was the source of the problem.
I went through all that because it is POSSIBLE -- not for sure, but POSSIBLE -- that the harness which the dealer installed could have a broken wire or other problem which could be causing the issue. They should take care of it!
And, if the dealer that "fixed" it won't fix it correctly, take it to another dealer. Explain the whole scenario. Odds are they'll take care of it.

Our former home town had a Ford dealership and zero private shops. In order to stay in business they kept the prices reasonable to prevent people from driving to the nearest town (15 miles away) for sevice. Small town dealerships live or die from repeat business so they are quite sensitive to it. As the saying goes, different strokes for different folks.

I just got the recall as well. I know my cruise control works and will be checking it out on the way home now. Thanks for the heads up.

I've had (4) recall notices on mine since this whole thing started with the last one being last year. My unit is a 1999. Don't know what to think!!!! Jim

The recall in question involves only the installation of a fused wiring harness to prevent fire in the event that the Cruise Control Deactivation Switch should fail. This switch is a "thin film diaphragm", on the master cylinder, that senses pressure when the brakes are applied thus deactivating the cruise control. In some cases, this diaphragm would fail and overheat, igniting the brake fluid, and starting an under hood fire. This is similar to a recall affecting certain later model Ford Pick-up Trucks, Vans, and SUV's as well.
The recall does not involve Cruise Controls that have failed for any other reason. Also, if the switch in question does fail (beyond the vehicle's warranty period), causing the fused wiring harness to disconnect power and this preventing the possibility of a fire, replacement/repair of the Cruise Control is not covered under warranty or recall. The installation of the fused harness is only for safety, and not to repair or preserve Cruise Control functionality.
In some cases, dealers have installed the fused harness on vehicles whose disconnect switches were already overheating but had not failed entirely or caused a fire, and the fused harness opened the circuit immediately as designed. In these cases, if the vehicle is out of warranty, the subsequent repair was not covered.

I park it away from everything, but if it goes up in flames. I'd love to have a neoghborhood car-b-que
