Spot full timers? They are the ones that are sitting under the awning on Sunday afternoon as other folks have to pack up and go home. They have a large smile on their faces because they don't have to leave!!! They don't have to "go home". They are "home".

Can't tell by our ladder. Our ladder fits in the basement of 5th wheel.
We do not put solar lights out until we get to our winter site. Also our awning mat doesn't usually go out until we are staying 5 months during the winter. Same with chairs. Do not carry a lot of junk. Getting ready for the winter yard sale here at the winter resort. Everyone has a chance to get rid of extra stuff.

We fulltime and it is difficult to "categorize" people - we put out two chairs, a table (between), a pot of flowers, and a tablecloth on the picnic table. Oh, and our name sign goes out in front of the TT. Depending on our mood as to whether the awning and awning hangers are up and out.
In 2011 we will become fulltimers who 'snowbird', so that will make our site look even different. For us the difference between fulltiming and snowbirding will be our lifestyle change, so don't even go there as everyone has a different "perception" of what "it" is or if there is a difference.
On Edit : we have a short ladder on the bike rack.

I understand why you are asking the question and here's my response. When we are in a campground and I see license plates/tags from South Dakota, Texas, or Florida, the first thing that crosses my mind is that they might be full-timers. My reasoning...a vast majority of full-timers are registered in one of those three states. Are all people from those states full-timers...NO. Are all full-timers from those states...again NO. But it is a logical "assumption".
In addition, we have a sticker on the nose of our rig that states, "Friendly Full-timer" that we got about three years ago from someone that frequented this website. So if you see us, stop by and say "Hi"!

If the license plates are South Dakota, Texas (outside of Texas) or Montana, I usually figure someone is a fulltimer like ourselves. We have a flag across the front of the coach that goes with the current season, or says "Wine A Little, You'll Feel Better". We're still parked on Sunday afternoon. We never are in hurry to get anywhere. Our ladder is stowed underneath until we need it, so can't use that as a good sign.

I've found that full timers are not as prone to set up in a "camping mode". That is ice chests out, stack of firewood, outside coleman type lanterns, maybe a tent set up in the site, etc. This is not always the case as the kids and grandkids do come to visit and we have the campfire and somores, but for the most part we are living "normal" lives in the MH; out during the day exploring the suroundings or working at cleaning or light maintanace on the rig; at night maybe out to dinner or on the computer checking email, phone calls to friends and family, paying bills, banking, planing for next destination, watch TV for entertainment or catching up on the news. Not often are fulltimers up at 1:00 AM hooping and hollaring around the campfire.
There is no seceret society or signs that set us apart; most people don't notice or they complain that some people spend money and have these nice rigs and go to campgrounds and do nothing but just set inside and not even bothering to build a campfire. Little do they know that we just got back from 3 months in the Yucatan and are resting up, and planning, for our trip to Alaska when we leave this RV park in a few days. You need to get out walk around and talk to people, I've met a lot of interesting by just saying HI. That is one reason we like to take some time to camphost at State Parks, mostly to just meet some new people and see some new territory.

Full timers love Monday mornings. The RV parks are kinda empty. I like talking to the week enders as they are usually fairly local and a source of good information on things like good places to eat(very important to full timers) and visit.
