Question on Dexter hydraulic brake actuator

Picked up a new to me trailer with the dexter hydraulic brake actuator and 8k oil bath axles with drum brakes.

However the wiring is unique to the last owner, or I am unsure of the standard.

I tried to follow the Dexter instructions on wiring but the main power wire seems too small on the trailer. However before I trouble shoot that I have question.

Should the pump only run when the brakes are applied?
Mine runs all the time an goes under load when the brakes are applied. The kicker is the hydraulic unit runs always when hooked to the tow vehicle.

Turns out my Tekonsha Prodigy P1 doesn't work with electrical hydraulic brakes.
Nor does my draw tight

Off to purchase a new brake controller

Thank you eHoefler
