I came across a TT that was for sale without a title. The person who bought it new put it on a deer lease and never sent the title in. He passed away and the estate sold it without a title. I know in my state it is not possible with only a bill of sale.

In some states a person who is in possession of it for a year or more can declare it abandoned and gain a title that way. The state will check the VIN and try to see who if anyone was ever the titled owner, if none show up, then it may be done.
I had to do that with a jet ski trailer here in Va.

Obviously varies from state to state. Post what state it's in and you'll get more relevant replies. Better yet, as mentioned above, check with DMV in the appropriate state.

+1 for DMV inquiry before you part with your money.

That's an interesting one. It's not a lost of missing title, but never been registered at all.

My guess is you'll have to somehow come up with the MSO from the manufacturer.

Talk to your DMV. I'll bet that the person that your purchasing it from, it will have to go in their name along with Paying the taxes on it. Then i would say they will issue a title. LIKE I SAID TALK TO YOUR DMV BEFORE EXCHANGING ANY MONIES.

That would be my guess as well. You need a COO or MSO to title anything the first time.
I bought a new car from a dealer that either didn't have, or lost the COO. Had to wait for a new one to be sent from the manufacturer before I could title and register the car.
