Starting Issues for a 1995 Winnebago LUXOR Diesel

We have a 1995 Winnebago LUXOR that has an 8.3 Cummins Turbo 300 Diesel Engine.
Here's our problem: After shutting the Engine off, and letting it sit for awhile, (24 hours or more), it takes at least 10 or more tries to get the Starter to turn over. There is nothing, except the sound of the key turning, and all the lights on the dashboard light up. And this is AFTER waiting 30-seconds or more, of waiting for the glow plugs to engage. After multiple tries, it eventually starts, and runs great, it just doesn't want to kick over at the beginning!
Is this an ignition, starter or batteries issue?

Clean all of your battery, starter, etc connections. I have a newer Luxor. Nice ride

I would say starter. If you can battery jumper cable direct to starter and jump the starter solenoid. This will by pass the switch and all wiring.
