As of Sept. 1 all ORV's operating in Az. need a permit, Resident or visitors.

Where did you find this information? I have an AZ OHV permit and a highway use plate for my ATV so I am curious about the change in the law.

ORV = Off-Road Vehicle (this could be any vehicle capable of going off-road)
OHV = Off-Highway Vehicle (ATVs, Dirt Bikes, UTVs, etc.)

That is AZ's standard brochure that was published awhile back. I went to the Arizona State Official Webpage and didn't see anything about this requirement so that is why I posted the question.

I am older. I might be blind in one eye and can't see out of the other (just kidding of coarse) so that is why I am asking for clarification.

I had my Razor license ind Az. You can buy a license that will be good for your ORV for driving on the streets or for just getting to and from the trails. On streets was a lot more expensive. No difference in the plates or stickers, but if you got caught driving on streets, using it like a personal vehicle you would be in deep do-do. Any new rules may have been made for that problem.
