There are state & federal idling laws because of air pollution.

Google idling laws, print them out and give to the offender.

Try having a conversation with your neighbor mentioning politely that you hear their truck early every morning. Maybe they will take the hint.

If not, invite a friend with a loud truck over some evening and ask them to stay until around midnight. Then have them "warm their truck up" for 20 minutes before they leave. You know, while the neighbor is trying to sleep.

Have you considered staying in 55 and over parks? lots of retired folks there that may not annoy you when they have to go to work.

Being considerate when I'm ready to move I start and immediately pull out of the site. If I'll be quickly using WOT then I'll find a place to idle away from other people. And then I'll reduce WOT as much as possible until the engine warms up. Never a problem with the rig.

If someone starts a truck at 0645 consider yourself lucky.
I have lived out of the majority of bad motels in the western US for decades as an environmental consultant.
The worst group to live next to are the oil field roughnecks. They start up around 0430 and like loud mufflers. They even park with the tailgate facing the door. They think nothing of idling for 40 minutes.
I agree that living in some RV parks is way too much like an apartment complex. The density is just too high. It creates problems. I live in the country and like the quiet so I camp in USFS campgrounds in the off season and boondock mostly.
