The Guardian:
"UK coronavirus live: Matt Hancock says batch testing for first 800,000 doses of vaccine completed"
"He says batch testing has been completed this morning for the first 800,000 doses of the vaccine. These are for the whole of the UK, he says. He says the NHS will start vaccinating from “early next week”."

The FDA would shut down a human drug manufacturer for less consequential errors than a 50% error in dose. That doesn’t mean the drug is ineffective; only that the FDA dose not trust the manufacturer to supply the drug formulation the FDA approved.

Pfizer is testing the batches prior to shipping to their customer (the UK). It’s highly unlikely the UK is also batch testing upon receipt.

....its unlikely that any country receiving a vaccine as high-profile as a tricky stability Covid mRNA vaccine manufactured outside the purchasing country, without doing live statistical sampling of a significant random selection of said vaccine. Certainly, Canada would never....

You are correct; Gov confirmatory testing is part of their normal process.
Quote:
UK Gov Press Release
The National Institute for Biological Standards and Control, part of the agency, has been and will continue doing, independent laboratory testing so that every batch of the vaccine meets the expected standards of safety and quality.

Just another example that one (me) should check original sources of information before posting. Checking, does take time and perseverance in locating the original sources of information.
Follow the UK Gov link through other pages and you get to the webpage for the organization that does the testing.

The point I was attempting to make is separation of giving clearance verses doing stage III again from scratch. One is a 40-day process, the other takes 90-days then the 40 day approval. No way on earth is the world going to wait for 130 additional days for an appreciable percentage of the aggregate total of vaccines to be approved.
Let's use Mexico and the united states as example a) There are over a million Green Card day workers who cross into the USA. ONE control would be a proven crisis area official allowance. The second would be to cripple a billion dollar industry. Ag and processed food manufacturing.
There is not enough Pfizer vaccine or even aggregated Moderna product to address this. This is a political hot button that is going to smack the approval process square in the forehead. My best guess would be a Warp Speed condensation of the 40 day pageantry for GB. I know little about Canada but the Queen's vaccine would surely be a contender.
For good or for evil politics is going to intervene. Now I've explained the long version. Of course there is the possibility of avoiding political crisis by delaying the USA GENERAL RELEASE of it's vaccines. Not likely. Again a guess: An abbreviated 20 day approval of the AZ material. It's going to make interesting reading.
