While I normally would agree with this statement this is a time to bend the rules, there are a lot of exceptions out there being made right now because of the virus and this should be no different.

THEY know the rules ,no Rv's in the driveways ,front of homes etc etc. not unusual at all for an HOA, pretty common.
Sure it should be allowed under the circumstances, but your way does not work.

When one is in quarantine threads like this are more entertaining than free HBO. I have to go ask my wife where we keep the popcorn and how to cook it. At least I know where the salt and butter are.

Speaking as a Realtor, I would think an 'emergency' meeting with the members of the governing HOA board would be the logical step to take at this time. Under the circumstances, I think you would find board members to be reasonable and compassionate.
