Thanks for all the discussion around the topic. I just found it odd that on a 4 year trailer that I have owned since new, they wanted to charge as if I bought the unit new.
I will rack this as one of my move stories and move along.

Not sure if you read my previous post. I believe you mentioned AZ wanted $850 to register your 4 year old toy hauler (based on these numbers I'm guess-estimating the original MSRP on your toy hauler was approx. $75k-$85k). If you had registered this same toy hauler in AZ 4 years ago when it was new, AZ would have likely charged you roughly $1700 in registrations fees. Registration fees in AZ depreciate approx. 16% a year.
