The interesting thing I read yesterday was the rotating outages were forced because a 750 mw surge plant was down for maintenance. Then in the peak a 500 mw tripped off. The article actually said then the problem really compounded when, wait for it.. the sun went down and all the solar dropped off. I know PG&E is planning a large battery installation in Moss Landing on the coast.

Crunch time happens as the sun goes down and people are running the A/C as they get home from work.

Don't know about where you are, but around here, peak residential demand happens mid afternoon, when all ACs are working hard. As the sun goes down, the AC starts to cycle off for longer times.
The peak in CA is shown in the link. Also shows solar and other power sources as they fluctuate.

No. Grid updates are in process and can be accelerated.

EVs will have less effect than you think. Air conditioning in extreme heat is the real issue right now. Should CA mandate no more air conditioners?

How about making more efficient Air conditioners?
And Better Insulated houses.

Why would you not charge at night or in the morning when there is plenty of power?
