Onan 5500 gold marquis rocker arm

Okay, so I have a broke rocker arm and it looks like a stuck valve. The genset went without running for an unknown amount of time, one intake valve was stuck and broke a rocker, had that fixed by a mechanic. Now the other rocker arm on the other intake valve is broke, I was able to push the intake valve with my thumb a few times, now it feels like it is stuck. How do I get this valve to release, penetrating oil?

Spray into cylinders a good quantity. Spray around valve step and spring. Let it set overnight. Rotate engine by hand, do not use starter! You may need to do it a couple times.
