Things we have already done.
1 changed both headlights, confirmed with continuity check.
2 replaced headlight switch. still no high beams.
3 replaced the relay (part number - H8002B).
4 checked every fuse in the coach. (continuity confirmed)
5. checked for power at the relay in both directions. power is good.

Am guessing you have a multi-function turn signal switch assembly. Have you checked for control voltage to the high beam relay? Does your turn signal lever allow for pulling up for energizing the high beams and down to lock in high beams?

I just resolved a problem with no low beams. I was about to go into the steering column and look at my multifunctional switch, but I saw that my headlights relay was the same as one right beside it, so I switched them and bingo, lights working bright and dim. $21 at parts store and all is well. Good luck.

Do you have a smart steering wheel?
This post is my opinion (free advice). It is not intended to influence anyone's judgment nor do I advocate anyone do what I propose.

The signal light lever can move 3 ways, left/right/ up.
the left/ right turn lights work normally.
the UP is supposed to cause the high beam to come on or off as required. it does nothing. high beams never come on.
I all so notice the the panel lights that operate dim bright function (dimmer) is always on when the key is on.
the light switch also operates the Over head reading light. it operates normal.
also the low beam lights are alway on when the key is on.

there are two headlight relays, 1 was not working. I replaced it. still no high beams.
I switched it, no difference - still no high beams.

Did you check for control power at the relay coil? Other side of coil should be ground.
Jumper the contact point in the relay socket to see if high beams come on.

YES, there is no voltage there. relay is good.
some thing has the circuit to the high beams turned off.
next question? is the low beams suppose to be on with the key on. head switch fully pushed in
I've never noticed.

Low beams on some vehicles are daylight running lights.
Don't know if your rig is equipped in that way.
