In theory the low beam relay would be energized by the ignition switch. Low beams would go out when high beams come on.
A set of contacts in the low beam relay could be bad if my theory of operation is correct.
If low beam relay is the same as high beam or if you have old relay, change out low beam relay.

Up date..
as soon as the key is turned on, the low beams come on. headlight switch fully retracted.
headlight switch out 1 click, low beams still on.
headlight switch full out (2) clicks, all lights go out.
is there a chance a relay is out of position.
[email protected] - for pictures of the fuse boxes and relay position.
2000 Newmar mountain aire 4081 DP, ISC/350 Allison 6 speed, Wrangler JL toad.

First click should be parking lights, second should be headlights.
Post relay and headlight part numbers.

Had a similar problem a few years back. Brights but no dims. Turned out to be the wire harness in the column.

Right .....
did it again same results, all relays checked aging. all fuses checked again....
relay part number is 12088570

Sure sounds like it is the multi-function switch in the steering column or the wiring between it and the relay.
Is your relay and wiring in the compartment on outside below the driver?

It's in the front cap.
what is powering up the low beam head lights when the switch is off?

My guess it is from an ignition circuit.
You never noticed before that the headlights were on all the time? Did you have critters get in the rig and eat wiring?
Are the relays plug-in style? Pull the low beam relay and see if they still lit.
Have you tried to look for wiring diagram on Newmar's website?
