You said the issue was caused by a neighbor. I Gather said neighbor hit you while you were parked. In most states this costs you NOTHING if you go to a Body Shop as said neighbor has to pay for the repairs (Same as if he hit your house) so I'd say get it done professionally.
Home is where I park it.
2005 Damon Intruder 377 Alas declared a total loss
after a semi "nicked" it. Still have the radios

private body shop never the dealer, most likely the dealer will sub it out.

Might be a silly question, but when it comes to measuring for the right size, is there a specific way to measure? Is it from the inside of the opening or outside?

Not silly at all,if you are replacing the lid that you had in the picture. No need to measure at all.The opening on them are all the same and the replacement lid will fit. The only thing to worry about is to get the right hinge type by using the picture on the list posted.

Last question is regarding my difficulty finding the replacement panel for the propane tank area. Anyone have any recommendations on a website? I've contacted the dealer it seems like it would be a 2-4 week wait for a unpainted piece.
Body shops have told me they would not be able to work on the panel has it is aluminum and the center piece is hallow. With that said at this point I'm leaning more toward just replacing the part, in the mean time I have nothing to lose by trying to straighten it using a wood block and rubber hammer.
