Let the air out of the other side 2 tires and FW will then be level/no tilt

Well pumping up the tires didn't work so is there anyway to level my fifth wheel without a truck?

Front to rear, the front jacks need to be moved up or down.

Well maybe some more context to your question could have yielded better answers. What year make and model of FW? Is this FW new to you or have you had it a while and this is a recent problem? Does it have leveling jacks? If it has jacks, are they electric or hydraulic? Are you parked off camber? Why are the tires flat? Flat tires certainly could be the root cause of why it started to lean in the first place.
If you don't have leveling jacks then getting the inflated tires up on leveling blocks could help but you will need a truck with a FW hitch to accomplish this - or a jack strong enough to lift it to get blocks/boards under.
We get a few trolls on this site and this had all the red flags. Nothing personal - word your questions with less ambiguity for better responses.

Concern - Flat tires on one side of a 5th wheel cause the 5th wheel to lean toward that side. Interesting.
Solution - Pump up flat tires and 5th wheel returns to level position. Insightful.
Concern - Parking spot isn't level. Good eye.
Solution - Move the 5th wheel somewhere else or use blocks under wheels on one side. Inventive.

Fixing those two tires should be your first objective. You can't level your trailer when two of the tires are flat.
Once they're fixed, then you can use leveling blocks under the low side to raise it up.
Blocks under the tires are how you level from side to side. Your landing gear jacks level you from front to back.
