A $15 reader won't do a battery reset but some $150 ones will. You can put in a lead acid battery if you get the right one and tell the car what battery you put in.

It's all about the scanners they want you to use to reset these things... The car manufactures have you by the ??? for some of this stuff now.
It's all controlled by the computer.. They let the owner set some things and some things need a special scanner..
Heck, even my F150 can only be scanned for transmission issues with a special scanner.. An off the shelf ODBII scanner won't even touch those trans codes..
Caulk it up to technology and businesses that know how to take advantage of it, and with most folks not even knowing how to change a flat tire, they can set the hook pretty easy.
