I've started to see the term " rental trucks" but nothing related to lbs. A truck owner is required to fill out a declaration of GVW and CGW upon registration. If over 10,000 lbs, the front license plate carries the current year with the small corner sticker and your declared weight is posted typically on the door with another yearly registration sticker. I was able to enter a small set of scales and talk to the officer at the desk. He never took his eyes off the monitor while looking upstream at his video streaming trucks of all size entering and yes....bypassing. My stuff was ok but his was not. The few $ he saved the way he was registered was nothing compared to the fine he paid and the trouble he went through. Taking this forward 1 step as to limit this to truck campers exclusively, there are states that describe truck campers as " cargo". I’ve ignored it every time. The only time I’ve stopped at a weight station is when I needed a scale ticket for some reason. No state weight station cares how much I weigh. Why?
