Thanks for posting the link. But it begs the question of why mandates are not already in place. Saskatchewan, as far as I understand, is still pretty much "wide open".

I understand it's about the mandate. History has proven (smallpox, polio, measles, etc) that vaccination mandates are necessary in order to control highly communicable diseases because there will be those who feel their rights are more important than public safety and financial interests.
Outbreaks of highly communicable diseases impact more than just those not vaccinated; there are societal costs dealing with the outbreak (increased healthcare costs for everyone, decreased access to medical resources for those not infected, decreased labor placing increased burdens on employers and healthy employees, increased costs of goods and services for everyone because of decreased labor, etc).
If illness in the unvaccinated had no impact on the wider population, then I would not be for a mandate. However, society is not allowed to cast aside those who become infected when it can be prevented (or lessened) with vaccination; we must deal with the consequences of their choice.

If you read the auto-biography of the founders, from the beginning the net work Profit is more important than truth and Tell them something to make them mad, and who to be mad at, they will never change the channel
If not for them, there would be NO NEED for mandate. If Covid19 was just a public health issue, instead of a political issue, there would be no need for mandates. People would hear what needs to be done to stop the spread, and most would do it.

Just a reminder, and there will be few..... We are NOT going to discuss the validity, or need for, the vaccines and their effectiveness in stopping the spread! Otherwise, we will just have to shut this one down and really don't want to do that.
