Traveling next month from Newport Oregon through Portland going east from there. I can either take the SR 18 which is just North of Lincoln City or Sr 20 which goes through Corvallis then up. Which would save more time and the better drive?

It is about a toss up depending on the day, time and where in the Portland area you want to go or if you are just passing on through. 20 out of Newport is a good road, the first 10 or so miles being a little curvy. But taking 101 to 18 can be a pain getting through the "Seven miserable miles" of Lincoln City. 18 is good road.
We live on the west side, Beaverton, and I usually come up via Lincoln City, and hit the casino in Grande Ronde for lunch and because the Wife thinks the parking is "Free." LOL

CA Traveler has best route. Taking I205 from I-5 to I-84 avoids downtown Portland traffic. You will still have morning and afternoon traffic on I-205

We just came back home to Eastern WA through Newport via 20 to Corvallis, stopped at the Albany Costco to fuel up then I-5, I-205 to I-84 and at Hermiston we took I-82 North. Just be aware of the winds along I-84, use https://tripcheck.com/ for current Oregon Road conditions.

I am going to the exact place East Washington, but probably US 395 North after I-82 to Spokane. I thought your route made sense as mentioned before.
