Just got back trailer from dealer and when I plug in the electric cord some fan is running behind the circuit breakers. It goes off when I turn off the REC-CON breaker? Why would a fan be running?

The converter is heating up from charging the battery. Your battery is low on it's charge. It is normal to turn on to cool the unit down.
