It is NOT up to the adjuster. It is what you are covered for.
You need to read your policy

Does not matter squat what anyone here says. You need to talk to your agent about what is and what is not covered.

The list off the website of coverage
Protect your home away from home.
The unexpected is part of the thrill when you’re checking out the sights from your home on wheels. With RV insurance you can make sure that whatever comes your way, your property and passengers will be protected.
Bodily injury liability
Protects you and other insured drivers if one of you injures someone in a covered accident that you're legally liable for.
Property damage liability
Protects you and other insured drivers if one of you damages another person's property in a covered accident that you're legally liable for.
Collision coverage
Helps pay for the damages when your RV is in a covered accident.
Comprehensive coverage
Covers damage to your RV caused by non-collision losses, such as falling objects, fire, theft, vandalism and flood.
Personal effects coverage
Covers personal property in your RV when it's damaged or destroyed as part of a covered collision or comprehensive loss.
Medical payments coverage
Covers necessary medical treatment if you or your passengers get injured in a covered accident.
Personal injury protection coverage (PIP)
Covers reasonable and necessary medical, rehab or funeral expenses if you or your passengers are in a covered accident. It even covers work loss, survivors' loss and essential services, like household maintenance. The coverage varies by state, and you might hear it called "no-fault" insurance.
Uninsured & underinsured motorist coverage
Covers you if a driver who has no insurance causes injury to you or your passengers. It also applies if the driver doesn't have enough insurance to cover the damage they've caused you.
Towing and labor costs coverage
Covers the cost of labor done on the spot and the cost of towing if your RV breaks down.
Total loss replacement
Replaces your RV with a new one of the same model year and or newer and of the same value if your RV is totaled.
Vacation liability
Provides liability protection if someone is injured in or around your RV while you are on vacation.
Emergency expense
Provides coverage for travel expenses, such as transportation and hotel costs, if your RV becomes disabled due to a covered loss over 50 miles from home.
Full timer’s liability coverage
Provides liability coverage, like homeowners, when the RV is used as a permanent residence more than six months per year.
Pet coverages
Included with your policy, we provide coverage if your cat or dog is injured in an accident while in your RV.
Tow bar coverages
Included with your policy. If your tow bar is damaged in a loss, there is coverage for that too.

From your last 3 posts, if you don't have "Emergency expense" on your policy, I wouldn't think it would.
Again, find and read your policy. Your agent saying it won't cover it because it is a fifthwheel does not seem logical. If he says it's not covered because you do not have emergency expense coverage, that would make sense.

Well if you just posted YOUR policy above and not some general info it says you have loss of use coverage.
As to the agent saying no because it’s a 5ver sounds totally suspect like a janky insurance agent….
And your policy terms (if they’re yours) read like a full timers policy as does your initial post, so figure out what you have if any for loss of use coverage. We can’t read your policy unless you post it for us. But loss of use will likely just be a $amount cap.

If it were me I would call Allstate's claims office instead of your agent. The agent is probably right, but might not be. The agents don't have the authority or expertise to approve or deny a claim.
