Are you plugged into the 30amp outlet or one of the smaller 15/20amp outlets?
In the park we are in now, only the 30amp outlets are metered and the owner gets cranky if he catches you using the 15/20amp outlets (yeah, doesn't make sense but could explain the issue).

No one is losing money but the electric company. I would not negotiate any 'guess work' back payments with anyone.. No one, including the electric company knows how much electricity you used. If you want to do the right thing, find out who the electric company is, get the number off the meter, and advise them it is faulty.

Depends how the system is set up. If the power comes in unmetered to the park and is only metered at the site, you are correct.
But I've seen where they have a master meter coming into the park and then individual meters at the sites. The owner pays the electric company and collects from the campers for site usage (he pays for park facilities such as pool & bathhouses)

Your problem is going to come when they realize the problem and attempt to charge you for previous, un-metered usage. Do as others suggested and tell them in writing.
Seldom do campgrounds have hundreds of meters that are read by the utility. Most likely there is a main meter that is read by the utility, and the park owns the smaller meters at each site. The CG is losing money, not the utility.
