how much air do I need to put in my tow dolly when pulling my car?

My manufacturer said 50# when loaded and 15# when unloaded.

If the TD uses St tires then you would run them at or near max psi. The tires are stamped for psi. You can also sign onto Tire Rack and punch in the tire by brand and size and view the specs.
