Class B or A required?

So I read this site (for Texas)
https://texas.public.law/statutes/tex._transp._code_section_521.082

Looks like it's talking about GVWR.

So if a coach has GVWR of 24,000
But a GCWR of 30,000

Technically that means a standard class C license is okay? Am I reading this right? I would not need a Class B or A license in Texas?

As long as the MH is under 26,000 GVWR and you are not towing anything, class C is what you need. Tow something under 10,000 lbs and the GCWR is over 26,000 and you need a class B. Tow over 10,000 and you need class A.
