Not sure what in your brothers "front end" was replaced but I don't think this recall is what you think it is.
The issue isn't with defective tie-rods, it a problem with the way they were installed or replaced. Wrongly installed, they could break during extreme turns. So it normally happens in a parking lot and wont happen at high speed.
Perhaps your brother had the ball joints replaced? They are often times miss-diagnosed and replaced way too early.

This is good info. I can pass this on to my brother who had to replace his front end at 50K miles.

I'm actually glad they've pin-pointed the problem and the front end failures weren't just "the nature of the beast."

Saw it in the paper this morning. Apparently a recall of a previous recall that didn't work. Up through the 2012 solid axle models I think.....didn't really pay that much attention as I have the supposedly "inferior" IFS front end. Thank goodness!
