For propane operation it makes no difference if outside switch is on or off.

Download the manual from HERE

Operating instructions are on page 7 HERE

"5. Turn "ON " gas supply.

6. Turn on electrical power to the appliance.

7. Turn switch to "ON " p o sitio n. If the burner does not light, the system will
autom atically attem pt two m ore tries for ignition before lock -out

N O T E : Each ignition cycle will have a 15 second purge before spark cycle if
system is a three try system .

8. If lock out occurs before main burner lights, turn switch to "O FF", wait five
seconds and turn switch to "ON " position. This will restart the ignition cycle.
The first start-up of the heater may require several ignition cycles before all air
is purged from the gas lines.

If the burner will not come on, the following items should be check ed before
calling a service person.

1. Switch turned off.

2. Gas supply to heater is empty or turned off.

3. Reset button on E C O is tripped.

OPERATING INSTRUCTIONS
FOR UNITS WITH ELECTRIC ELEMENT

Electric water heaters are designed to operate with a
minimum amount of service problems; however,
proper operation and care is essential.

By far the most common trouble with electric water heaters results from
energizing the water heater before it is filled with water. Even brief operation
of the electric element without water in the tank will burn-out the electric
heating element.

To energize the electric heating element, turn the switch to "ON ". The switch
is located behind the water heater door in the lower left corner of the control
housing. The water temperature will be regulated by the thermostat.

TO TURN OFF WATER HEATER

1. Turn switch to "OFF" position.

2. Turn off electrical power to the appliance.

3. Turn off gas supply.

4. If vehicle is to be stored or heater is going to be turned off while subject to
freezing temperature, drain water heater. (See "Draining and Storage
Instructions.") "

In a nutshell:

Make sure tank is filled.

Gas operation.

Turn on the water heater gas valve (located outside behind the water heater exterior door).

Go INSIDE.

Locate the Water heater switch plate which looks like this..

Flip the switch ON.

Water heater should now attempt to light (you should hear a couple of "snaps" of the spark ignitor).

Done!

For electric only operation, turn the switch located inside the RV OFF.

Go outside and open the exterior water heater door, the electric heating element switch is located behind that door.

Done!

For either operation, it is critical that you have water in the tank before turning on gas or electric.

You can also operate both to speed up recovery time.

Additional tip, before turning on gas the gas valve on the water heater (or any propane devices) after your RV has had the propane system turned off for a period of time..

Purge the air out of your propane system! This will reduce the amounts of times your propane devices will have to attempt ignition.

To purge the air out of your propane system:

Turn on your propane tank valve SLOWLY! Opening propane valves too quickly can trip a excess flow safety valve and limit your propane capacity.

Go inside, open one burner valve on your stove top and apply flame from match or butane lighter.

This may take some time before the burner lights.

Once burner lights with a nice blue flame, turn off the stove.

Done!

Now try lighting other propane appliances.. They all now should light within one or two attempts.

Element meets it's demise quickly when turned on without being surrounded by water.
Perhaps the switch is not turned on.

You'll also have a switch on the inside of trailer for the Propane.

Electric heating element may be burnhed out....cheap and easy to replace. This usually happens when the heater is turned on electric heat and no water in tank.
