Security Guard or Security Monitor?

We had an intruder last night into our gated, secure resort park, Chula Vista near San Diego. A mid-20's female was found this morning by our neighbor's wife asleep in an outside chair. Quite startling. Security was called and two guards showed up to roust her.

In her possession was the handout we all get: the park map containing gate and restroom codes. She decided to run away from the guards and was not found after a search by local police.

Guards say they are banned by the resort's policy from detaining anyone trespassing. Lots of campers are very unhappy with this resort policy. She was just a homeless street urchin but what if she was a he and meant harm to the campers? Lots of elderly here. Security guards or Security monitors? You know the TV commercial.

Chula Vista needs to change their policy so the guards can detain and we campers need to call the police in the future as the guards are useless per current policy.

Many security guards are just people who are hired by the security firm to keep an eye on things and call the police if they see something going on. They do not have any law enforcement training and do not carry weapons. The are not law enforcement officers.

I myself would not worry about something like this, heck maybe she was staying with someone in the park. If a guest, and she had a little too much to drink she may not have even remembered what the camper looked like where she should have gone. No harm, no big deal.

This park is totally fenced and the vehicle entrance is gated. The person whose space was violated said he'd be talking to management. WHy in the world was your wife confronting her. THAT WAS DANGEROUS if the lady was deranged. Never put your self in harms way for someone sleeping in your chair. I see the problem with trespassing if it was a trespass. But I would hate to read that your loved on got stabbed by a lunatic. Some things you have to let go

It wasn't my wife, it was the neighbor's wife a few doors down. She didn't confront, she just opened the door and there the girl was. She didn't wake up until security got there. Believe me, as a retired LEO of 30 years I've got the equipment with me and the tactical knowledge to deal with most any situation that arises.

BTW, when the neighbor advised the front desk of what took place he got the impression they couldn't care less. Seems to be the policy: Pay your money, park your rv, and don't bother us. We obviously must take care of ourselves.

The front gate is closed and locked during the night and requires the security monitor to open it. There are no-trespassing signs also posted. Trespassers need to be dealt with.

At this resort, even though it's "gated", there's no locked gate at the front; you can walk right in, or drive your rig in. They might have a gate at the front they lock at night, but I don't recall. So yes, it's like the majority of cg's I've been to in that you can walk in if you're motivated to do so.

My first question would be did she just walk right in during the day?

What is this gated resort's policy at the entrance?
Are walk-ins off the street allowed?

IMHO that is what you need to find out. If they are letting walk-ins into your resort, well, that is where the problem lies and it is a BIG problem.

You need to address the entry policies not so much whether they can detain someone. That is what 911 is for when the situation arises.

Where I stay that is gated. Walk-ins are not allowed past the guard gates period. And If a person comes in a car, say to just ask about the resort? After they get their info they are escorted right back out to make sure they have left. You ain't getting in unless you have a reservation AND are sitting in a MH. :W

That cg does border on a public park so pretty easy for someone to get over the fence. There was a night time (ended 11pm) soccer game next to our trailer in the park when we stayed there. We liked the cg overall. I’d be startled by someone sleeping in my chair as well.

Just to straighten this out a bit...a Citizen's Arrest, more commonly referred to as a "PP" Private Person's arrest, is used in cases where the crime committed has been perpetrated in front of a "Person" not a law enforcement officer. Hence, it is the Person making this Arrest that will be called to court to offer testimony if it comes to that, (very often used in Shoplifting arrests)

I can't speak for Vermont but in Calif, there is no such thing as a Citizen's arrest for a Felony...all Felony arrest are made by Law enforcement...the person arresting is the Officer and the Citizen then becomes a Witness to all events leading up to the Probable Cause to make such an arrest.

A bit more complicated than stated but certainly does not have to raise to a Felony to make a Private Person's arrest.

X2, security guards are generally personnel that can dial 911 and that's about it. Companies generally don't what the liability that comes from trying to detain or restrain someone, unless it is to protect another individual.

Great cg btw, we're going there agian in about 3 weeks. Anything can happen but I've never seen any problems there and feel very safe.
